on 1881, if I have the correct family there are 8 siblings at home, 1891 most have left home by then except those born after 1880, , have you found where the rest of the siblings were, including Fanny, perhaps  they were all married

I wonder if Fanny was living with a family or had taken on someone else's surname

If Fanny disappears completely from the record system (i.e. no BMD, no appearance in a census) after 1881 I think you have to consider the very real possibility that she left England.  She may have gone abroad alone or as an employee of a family.

Have you checked immigrant lists, passenger lists, etc.?

There are any number of reasons that Fanny doesn't appear on the censuses after 1891:
- she may have died - although you can't find a death for her it doesn't mean there isn't one - her name may be mistranscribed or you just may have missed her
- perhaps she is in a place you haven't looked yet
- perhaps she is in service -
- perhaps she has married - although you can't find a marriage for her it doesn't mean there isn't one - her name may be mistrancscribed or you may just have missed her.
- and, immigration as suggested by Jann

Have you already dismissed this:
Marriages Sep 1890

Bliss  Frances      Fulham  1a 458
Downs  Henry William     Fulham  1a 458

She married Henry William Downs and her father is listed as John Bliss a stationer.
Witnesses were John Bliss and Ada Bliss. She was 30.

Does that sound like the right girl?

Um, maybe a bit old - Fanny was born in 1865 according to the OP. I haven't looked for Fanny in 1881 to see who her father is ... but I'l do that now.  ;) [Nope, looks like father is George, a chimney sweep ... so Frances isn't Fanny  :-\]
