Can anything be done with this photo?

If this is the original can you rescan at a higher resolution?
This has been scanned at a very low 96dpi and theis is what we are seeing.
If you scan it at 300 dpi with no compression you will get more detail

Scan at 300 plus for restores please. Scan at larger dpi for small photos. Don't forget to crop the scanner bed out! (Them's the white bits)

Thank you everyone for the restores.  I tried to find the original to rescan but have been unsuccessful in locating it.  I guess I need a day to go through my files and reorganize my photos.
