Is this the same Rodger/Roger aged 7 on the 1911 census?
His birth is shown as in Cork see link

   yes its the same Roger Keenan, St Patricks Arch cork city, looking for his Father Michael Keenan's  Dublin birth entry around 1860/61,

with no marriage record to show details of his father the problem is going to be confirming or ruling out any possible baptisms you find ... also not knowing where exactly exactly he meant by 'Dublin' - the city, the suburbs, the county...

(inconsistent place of birth on the census returns doesn't help either...)

           in the 1901 census Michael wrote birth place as Dublin,

and 1911 has Cork City... although for some reason he says he cannot read and the enumerator filled in the return for him.

Unfortunately 'Dublin' is not very specific - quite a few parishes involved

Are you sure that the two census returns are the same family?
It seems strange that in 1901 Michael could read and write and sign his name but was unable to in 1911
They seem correct especially if you now have Roger's birth cert with the O'Connor connection
I would assume if he could write he would give the correct information and that the 1901 reference to Dublin is more accurate but this is not definitive
As Shane suggests locating their marriage certificate will be vital for you to get full clarification

        I don't know why birth place is Cork in 1911 census but family always said they believe the family came from Dublin.
          I would like to look in the Dublin parish lists and tick them off as I go, where would i start?

baptisms on line at www.genealogy.ie

               yes its the same family, st patricks arch is a small square of houses they moved across the square from no. 1 to no. 12,  the first house was a shared house and no. 12 was a house only for their family, Topsey
