TRANSLATION please - German/Latvian

I have a baptism church entry I would like to have translated.  The online translators are not working too well, so it could be an 'older' German or Latvian language.  It is from a Latvian church record.  Thankyou.

Polizeimeister-Lieutenant would be something like the Deputy Chief of Police.

The midwife's name is Schlüssel, spelt Schlüßel.

carinthiangirl seems to have overlooked the 2nd column, the date of baptism: December thirty-first.

Interesting to see Maria's birth record, after translating her marriage entry!

Thank you yet again Adrian,
It is interesting when you start getting all the aspects of these people and try to map out their lives.  I find the stories are far more interesting than just the facts.  I am from the Bielby side, and having a relation marrying into this family is very interesting, especially as it looks like they were quite prominent.  I have a baptism and death record of her brother as well.  I shall post it here as well.  I am wondering what 'extra' hints on the family are in those records.
