I don't know if that is the right connection. There do seem to be a lot of Sheilds/Shields around in Liverpool and in Cumberland too.
Have you looked at this site? http://www.lan-opc.org.uk/indexp.html

I think this is the couple in the census I posted although it might not be as neither were 21 in 1873!. There are some baptisms for their kids on there too.

Marriage: 28 Jan 1873 St Peter, Blackburn, Lancashire, England
Hugh Shields - 21 loomer Bachelor of Thomas St.
Nancy Shorrock - (X), 21 weaver Spinster of Thomas St.
    Groom's Father: John Shields, loomer
    Bride's Father: John Shorrock, millwright
Witness: Robert Leaver, (X); Mary Jane Leaver, (X)
Married by Banns by: George Burwell
    Register: Marriages 1871 - 1874, Page 200, Entry 400

I suggest you post something on the Cumberland board. Post the 1841 and 1851 census details and ask if anyone can find the children's baptisms. If Anne was 40+ in 1841 then I would expect there to be another child born before Hugh who was 14 in 1841. If you can pick-up on some baptisms it might give you a better idea of when they married.
What with the spelling variations and the moving around you will have to be very careful if you want to stay on track  :)

Thank you so much for helping locate the census records. I think they are the correct ones. How do I find the Cumberland board? I just looked at the check in page and I just don't see it.

Thanks again,
Janet
