Badge identification

Hope this is the right place to post this one.
Can anyone help with identifying this badge please?  Not sure of how it would have been used as the middle piece is held to the backing plate with two bits of wire pushed through similar to a staple effect. overall size is approximately 2" by 2". Also not sure if it is made from copper as it is quite dirty, with minute shiny parts reminiscent of copper.

It sounds as though it held some kind of a pin and could be a helmet plate, but which one I'm afraid I don't know.

Where did it come from (i.e. a relative), could it be traced that way?

Possibly a female masonic order? Due to the all seeing eye at the top.

Regardless of that it would seem to belong to a women's organisation possibly with a nursing/caring aspect going by the heraldic supporters.

All the above is a guess.

Evie, it was found on a building site when the ground was being cleared, so no hope of tracing its origins from there.
S_L, We thought it may have had something to do with the masons, because of the eye, but still not sure.

hi,,does the scroll under the shield have writing on it?  is it latin?  can u read it?

It's not a military badge although the outer edge is similar to that used by some Army regiments.
Has the centre piece been added somehow? It looks "proud" of the mount and maybe been made up for some organisation.
Again, just a theory.

Sorry for not replying sooner, didn't receive any notification of your posts.
Gortonboy, We can't make out if there is writing on the scroll as it is quite deteriorated, but it is possible. If I can, I will try with a magnifying glass.
Morag, The centre piece is attached, staple fashion, by two pieces of wire through holes in the back piece.
