can't find sevice record

Hi
    Garnet Stenson was born 1884 and died 1916 in action in France. Why can't I find his enlistment and service record?

Only approx. 30% of the WW1 papers survived a bombing in WW2! :(

If you can't find his papers, then they are probably lost?

It identifies him as a private in the Nottinghamshire and Derbyshire Regiment.
