Maybe the place to start would be with William's birth to find some details of his parents - e.g. father's occuaption, and mother's Christian name

Have you located him on the 1881 or later English census returns to see if these detail where in England he was born ?

...

sorry - from your post I thought you meant he was born in England ...

Unfortunately RC baptism records dont include occupations. Did you find this baptism on RootsIreland ?

There was no Irish Army at that time, just the British Army.

see : Introduction to Irish Records

Griffith's Valuation, a land taxation survey, shows a possible listing for Thomas at Ballynacard townland in Eglish civil parish. He is listed as occupying a house and just over three acres of land.

see : Thomas Rice, Griffith's valution

This valuation is dated 1854. The civil parish of Eglish was one of those covered by the RC parish of the same name.

Have you searched for siblings of William or a marriage for Thomas and E. ?
Baptisms of other children might give you a name for William's mother. Baptism records for Eglish RC parish seem to go back to 1806 or so, marriages to 1819

The free index on RootsIreland seems to show a Thomas Rice baptised in 1856 with mother maiden surname of Neill, also in Eglish RC parish - might be worth checking out, to see if that seems to be the same couple. The only Thomas Rice marriage I see on the Index in Eglish parish before William's baptism is back in about 1836 - but this doesn't seem to cross match with anyone with surname Neill or O'Neill..

There are several Rice households in Co. Offaly on the earlier Tithe records c1823 to 1837, but none that I see in Eglish parish. see : Tithe Applotment Books  Tithes were payments to the established church and covered agricultural land, but there were many exempted properties and towns are not usually included.
