Californian Uniform??

Hi All,
 This photo was taken by C Sutterley  (Clement) a travelling photgrapher in California, Have not included the back as the photo has been stuck to another surface at some time.Hoping some one may be able to tell me about this uniform. At a guess I thought it might be some type of Lodge?

Yes he is a lodge member .......... cant say what type of lodge as there are so many different types in USA and differing regalia is used.

Is it a Mason holding his Knights Templar Fraternal Sword and on his other side is the scabbard?
