My only comment is that it's someone rowing a boat, and rather than a fisherman, is he a shepherd as there's a sheep on the lh side (as you look at it) isn't there.

I see you've got lots of Scottish rellies, David - my initial thought, without noticing that, was that it was a shepherd rowing across a loch.

But it is all guesswork!

Pretty much nothing there to date it, although I would think being an outdoor shot in a moving vehicle that this was taken using a handheld film camera, which would put it into the 20th century.
