1851 entry is intriguing. Looks as though the head of the household ran a boarding house, and was looking after Harriet.

Also the baptism was in Wisbech where Harriet was living by 1851; Eliza was a servant in another household in 1851. She would have been 18 when Harriet was born in 1848.
