I was right in the middle of typing that out, and you beat me to it!
I have found exactly the same family.
I feel sure Frank and Felix are one and the same.

The free index to the 1911 shows a Frank Chatter aged 15 born Tynemouth resident somewhere in Carlisle  ???  ???

Using the 'other members of the household' index search on the 1911 shows that young Frank is somewhere where there are a lot of other 14 -15 year old boys, so perhaps he was in an institution of some sort  ???

Realise I've come onto this quite late but I've just been re-researching "Felix Leonard" for the Tynemouth World War One commemoration project. http://www.tynemouthworldwarone.org/

The newly released Register of Soldiers Effects names his mother as Elizabeth Fell, brother in law as Maurice Long (his sister Kate married Maurice in 1903) and names two brothers James and George.
I'd certainly concur that he is indeed Frank Lennon Chatter
