I wonder if this might be Edmund using the name Edwin in the 1900 Census.  The Voter Registration has Edmund Henry Bedford in San Francisco in 1898.  The San Francisco city directory (which can be searched here - http://www.donslist.net/PGHLookups/Dir1Win.shtml) only has an Edward H. Bedford.  Maybe he was moving away from using the name Edmund?
