As there are no obvious entries in the birth or death index, here are some suggestions

His name at birth wasn't Arthur George Mobey ie his mother may have married Mr Mobey and Arthur became his step-son

He wasn't born in England & Wales

His first marriage doesn't seem to be in the marriage index, maybe he was first married outside of England & Wales

His death doesn't seem to be in the death index either, if he was born 'abroad', maybe he returned there in later life.

The electoral registers 'might' indicate how long he had been in the area.

I may have found him- a little older than indicated on marriage certificate but father's occupation clearly fits:

How fantastic! All the details seem to fit and it would make sense that they ended up in Woodstock as he would probably have known that area. Thank you so much, I'll go over it with a fine tooth comb but it certainly appears as though the long search is over.
