Can this be cleaned up?

My friend recently received this photo of his grandmother and her siblings and aunts.  He doesn't have the original photo and I think this one is scanned at only 72 dpi.  Is it possible to give it a clean up?

As you say it is very low resolution and I can't do much other than maybe make it a little clearer - hope others may be able to do better!   ;)
