Are these the overalls of a Railway Worker?

Hello
For years I thought this photo was of my gt gt grandfather who was a buoy maker, but with new information coming on line about railway workers, it occurred to me that this man may be wearing the overall of a railway worker.  If so, he would be James Greenway of Leicester and this would have been taken during or after the First World War.  Does anybody have any helpful opinions about his outfit?
