Only additional information given is that he is a British & English subject and travelling second class.

William Cowling, born 1877, sailed in 1907 from New York

Perhaps someone might be able to determine if he could be your man?

 That  record  doesn't  give  much  info  ,

 William Cowling  aged 30    sailed  on the Campania arrival in Liverpool  2 Feb  1907,     he went 2nd clas and was a British Subject .  No info  on   his  occupation   or  if he was single  or married

I had seen the William Cowling on Campania in 1907, but not being able to find a matching entry for my William on 1911, I have presumed this passenger is not mine.

I know this thread is a few years old and you may well have moved on, but it sounds like this man could have been in the US army? There was a large Arsenal at Raritan.
