Does anyone know of some kind of record that was apparently kept whereby newcomers to the area had to state where they had come from?

I was told there was some such record but have lost touch with the person who told me.

Are we talking about 'Settlement Certificates"

Basically

Act of Settlement 1662
Every person should have an official parish of settlement.
Parish was responsible for those having a legal settlement there – achieved mostly by Birth, Apprenticeship, A full years work and wages, owning or renting property.
Until 1743/4 (after which baby acquired its mothers place of settlement) it was common practice for vagrant pregnant women to be hastened on from Parish to Parish in order that the baby did not become responsibility of Parish.
Strangers could be removed by order of Justices – workers (harvest, etc) had to have certificate from own Parish agreeing to take them back

Yes that's the one. Thanks. What I'm trying to do is establish whereabouts in Ireland my ancestor Jeremiah Leary hailed from. He was in Barnsley by the 1841 census but he and his wife Mary were both from Ireland and so was the son Daniel who was living with them.  Of course all that was on the census was Ireland and not the specific area. Would it cover that period in time?
