Civil registration of births didn't start until 1864 so there will be no birth certificate. To see if there's a baptismal record you'd need to know the family's religion and where they lived then check if church records exist for that period.
Away sorting out DNA matches... I may be gone for some time many years!

Religion - Roman Catholic

Marriage record from the early 1880s states the couple was married in Roscrea church. Father is listed as Peter Short with witness Mary Short.
