I am hoping someone can help me here, most of my queries are on the scotland county boards but I have an Irish ancestor and I am not sure where to begin.  On the 1940 US Census his birth Place is listed as Irish free state.  I know from cemetery records he was born Dec. 28 1868 somewhere in Ireland. Can someone point me in the right direction? Also year of immigration was 1889.    Beans

what's your ancestors first name ?

do you have marriage or death certs for him ?
US versions of these often show useful details like names of parents..

see : Introduction to Irish Records
My Ancestor came from Ireland - where do I start?

The Irish Free State wasn't created until the 1920s, but refers to what is now the republic of Ireland.

Haggett is not a surname I've come across before, and there only seem to be a couple of birth registrations for the name in the 1860s - as Haggott, Hagget & Haggett

wow that was really dumb of me his name is William S. Haggett. He married in the US in Allegheny County Pa. in 1902 to Hannah Jane Fox. His marriage cert on line is not the full cert only the registration and does not list parents.  Beans

The only William that I see on the BMD Index that's even close is a William Haggott born 1864 in Waterford registration district, but he seems to have died as a child, with the surname entered as Haggett. You have to allow at least a few years either way when searching as not all ages are reported accurately in later records.

Civil registration of birth started in 1864, so if he was a little older that reported on the sources you have he might not have been registered.

Might be worth looking into a proper marriage or death cert for him..

Basic Pa. Death cert information is available on line. It will give a record number to make the ordering process easier but 1941 is by sound and I can not figure it out if my life depended on it.  Beans

Do you mean Soundex? this site will convert a surname into code and also list some surname variations-

Looked at the PA death index for 1941 Didn't find an entry for a William Haggett - There was one for a Charles H Haggett Phila H 230 51 4/15/41  32775. Also checked 1940 and 1942 and no trace of a William Hoggett- did he definitely died in PA? Forgot to say the Soundex code is H 230
