The problem is do you go by the death certificate and discount the grave on Wonnaminta Station completely as the wrong grave or do you believe the father lied about the circumstances surrounding the death to avoid an inquest and also that perhaps he misled others as to the age of the child. 

Neither  :)   .... You accept that the father provided information when he was grieving, and he answered verbal questions and the clerk tried to write down the answer as best as he could.  The father was not telling lies.  He was striving to provide information about his deceased daughter.  :'(   You seek permission, and then you organise/prepare the plaque and you note on that plaque "likely to be the resting place for Annie ........... beloved daughter of ................. aged .................. and her dates." And you ask permission of the current owners if you can place the plaque there.   (So ask first and then organise the plaque).

The clerk may well have recorded the info (and therefore the clerk chose the words) knowing that he, (the clerk) was not able to get a coroner/medico/funeral director/police magistrate to investigate the sudden death.
