Where can I find free access to the 1901 census?

I can't seem to find access to the 1901 census records, 1911 too but I don't think they are available free anywhere at the moment apart from the limited access on ancestry.co.uk.

Where can I access the 1901 census for free? I am CURRENTLY looking for a Susan (or Susannah) Lovell whose fathers name is Henry and mothers name is Ellen, in CARDIFF.
