 1891 Kate is the Rudge. She is niece to Noah and daughter to Edward and Emma Rudge.
Florence is the only possibility as she is the only daughter age wise to be the mother.

1901 Kate is the granddaughter and if you look at 1901 and then 1911 indexes, The younger Kate is likely to be Florence's daughter.
