Looking at it after reading your comments it certainly looks as though the cross-bar has been added later as the solder is quite rough.  Certainly got me thinking!

I am wondering if it could be the back of a small pocket watch and the hallmarks are:-

1.The Sponsor's mark - the registered mark of the person who submitted the article to the Assay   Office for testing and marking.
 2.The Standard Mark - the guaranteed minimum fineness of the metal.
 3.The Assay Office Mark - showing at which office the article was marked.
 4.The Date Letter - showing the year the article was marked.


Not sure what these Hallmarks are though to narrow in on date.

Thank you very much for that Tom - it certainly seems possible, looking at the photo you posted.  I will have to find my magnifying glass and have a closer look at the marks.
