History and uniform help please

Good evening Guys.

This is a picture of my Great Great Grandad (Gentleman on the left, the man on the right is unknown) Alfred Charles Norris (b.1869 - d.1932) Born in East Preston (Worthing) West Sussex. Run both the Castle Inn and George & Dragon Pub in Tarring, West Sussex, over a period of 10 years he was a Worthing Councillor.

In these picture he seems to be in some form of Uniform, It seems very similar to the Greenwich Pensions dress, however i am unaware of him serving in the forces.

Any help would be most welcome

The hats are similar to the one worn by the Mayor of Worthing http://www.adur-worthing.gov.uk/the-councils/chairman-and-mayor/worthing-mayor/the-mayor/

        Hi, he was a Worthing councillor (returned unapposed 17 times) put  Alfred Charles Norris
        in Worthing into google, it brings up a couple of sites of interest, Dave
