"Wembley", Moor Lane, Harton S Shields

My wife's grandfather (Edward Smith) lived in Belle Vue, North Ave Harton until the beginning of the second war. This was requisitioned for military use and he moved to Wembley, a bungalow in Moor Lane.
Rumour has it that this was built by or for a football official who had been a Cup Final referee or linesman pre war.

Can any one please throw any light on the following?

Which military unit occupied Belle Vue

Who built "Wembley" and for whom?
