Probably "Le Havre" (known as Le Havre-de-Grāce)

Archives would be Seine Maritime departmental and website is here:

warning: since it is a larger town the indexes may be semi-alphabetically (e.g. all A surnames together but organised by date).  Also, in some cases the marriages are only indexed by husband's name, which can be frustrating.
