Two occupations? Meaning of 'sive'?

I have a record of baptism in 1813 in Sculcoates N. Yorkshire, which gives the father's occupation as

'sive publicanus, sive an officer in the customs'

I have googled 'sive'  and come up with 'on the one hand, or if'
According to my latin dictionary, 'publicanus' means 'of public revenue'

Did he have two jobs, or is this two ways of writing the same thing?

Later records give his occupation as Landing Waiter and googling this produced:
Customs service officer who examined imported goods ( known as Landing waiter until 1861)

Sculcoates is the eastern part of what is now Hull, and in 1813 Hull was beginning to boom as a port, with the building of docks.   The man who lived in the building I now inhabit was Collector of Customs and made a very good living out of it.  It sounds like your man was a tax officer who worked part of the time collecting customs revenue.  He later became a full-time customs officer.
Who was he, by the way?
Godden in East Sussex, mainly Hastings area.
Richards in Lea, Gloucestershire, then London.
Williamson in Leith, Vickers in Nottingham.
Webb in Bildeston and Colchester.
Wesbroom in Kirby le Soken.
Ellington in Harwich.
Park, Palmer, Segar and Peartree in Kersey.

Thanks for that Suttontrust. His name was Robert Shipman. and he was married to Margaret. He lived in Mason Street, Sculcoates.
