Rechecked everything and Thomas Steele married Mary Jane Stabler, not Fox, that is a different marriage.

There is a marriage to Cicely Smith in 1914, could be his, there is a marriage to a woman named Sarah E Muir in 1942, but that marriage could be the one for his brother Joseph's son John, whom was born in Great Clifton in 1902.

Both John Steeles, born in 1902 and 1890 died in the Cockermouth registration district. The trick is to figure out which one is which. John Steele born in 1890 can be seen in Durham in the 1901 census under the name Steck, but he is absent from the 1911 census with his family, he could have married in Gateshead, though he returned to Cumbria
