Would James Butler have had Esq after his name due to his position in the constabulary as I noted that there were not many Esq listed in the GV link you sent.
Tobias called his second son William Henry so the William Henry you found may well be his brother.
Is it common for towns to sit between two counties?

RIC members were not stationed in their home county BUT given that James was a sub inspector MAY have excluded him from this.

Esquire was usually a title used with families whom had land.

BUT on the GV James is listed as House, Office, Yard, Garden & Land BUT it was only 1 acre so this was NOT farm land ~ sounds more like a residence given to whomever was sub inspector at the time.

Also when he died he left 50 pounds. While this was no small amount for the time, it was NOT  a great big landlords type of money.

SO, if I was to hazard a guess, he either got the title from his family (wherever they came from ) OR it was given to him by the RIC !

Yes, re the location.

Ireland's county boundary lines changed a lot over the years ~ there are NUMEROUS areas that are known to come under THREE counties so can make searches difficult.

Going on this wiki description it would appear that, yes, it was the government who would have given him the title based on his job.

Esquires, originally men aspiring to knighthood, were the principal attendants on a knight. After the Middle Ages the title of Esquire became an honour that could be conferred by the Crown, and by custom the holders of certain offices (such as barristers, justices of the peace, and higher officer ranks in the armed services) were deemed to be Esquires.

The William Henry that I found is defo the brother of Tobias, same parents listed !

Thank you for the additional info.
I got the certificates for Tobias, William Henry (parish/district Toomeva) and found another possible sibling Francis born 1823 (parish/district Newport).
I have not come across the Paget name in any records here. I know that Tobias and his family spent approx 7 years in Victoria after their arrival here before moving to New South Wales where he was a gaol warder. Perhaps he had other family come out here as well and perhaps they remained in Victoria?
