William appears to have been registered in the Newton Abbott civil registration district in the Sept Q 1890. Purchase of a copy of the birth certificate will show the mother's maiden name [and also establish whether the father was Noah or George].

On the 1891 census described as horse dealer camping out at Dawlish his place of birth is Somerset [Williton nr Wachet] and Priscilla's as Notting Hill. As mentioned the birth certificate of Willie will indicate the mother's maiden name which will help you search freeBMD for the mother's birth registration [possibly Kensington civil registration district].

I think it may be worth taking this over to the travelling people board - I can see a few things that link Noah/George and Priscilla to that tradition and they may have some useful info (especially as surnames are very fluid)

I presume you are aware of the circumstances of her death?

There are several references to the family in the newspaper archives online.
