  My mother swears it's November 29,1914, but her marriage certificate in 1943 to my grandfather shows her age as 24 which would mean she was born in 1919

How old was your grandfather? if he was younger than her maybe she shaved a few years off her age

This passenger record, arrival date 21 Jan 1946, for a Cecilia I Cooper, b 1911  states she was born in Mexico, so may not be related to your research

I read that record as her Mother being unmarried, hence the double Probert.
