Have you looked for Elijah Fisher on earlier censuses to establish who he was married to and have you then looked for a marriage for him?

Although relationships are to the head of the household - the term stepfather could refer to his being Elizabeth Cornwell's stepfather

There's an Eli Fisher born Northfield Worcestershire 1839 on previous census with a wife Ann.  Might be worth checking out just in case *

* Not yours sorry, wife Ann is a widow by 1901.

I have also checked for him on BMD for marriages, and nothing fits.
the Stepson  aged 25 is also a bit of a mystery, if he was  Elizabeths son, born before she married John, then she would have only been about 17 at the time  ???
