French birth records: child of diplomat

Hi,

I am looking for the birth record of a person named Georgette Chang/Tsang/Ysang whose father, Chang Ching Kiang, was an attache at the Chinese Consular Office in Paris and who owned an antiques import and export shop/company called Ton-Ying & Co. She was born in 1907.

She was said to be born in Paris and I checked the civil records of Paris  but have been getting a nil reply despite trying permutations of her name.

Are children born to diplomats in Paris required to send a record to the civil office?

How did you check? While some foreign residents seem to have avoided registering things with the French authorities (particularly marriages), favouring their own consulates instead, a 1907 birth record wouldn't easily be available online.  The Paris archives specificlaly say for

You also have to consider where she was born: there's the 20 arrondissements (20 sets of records to check) but I wouldn't be surprised to find her in one of the surrounding communes (several areas which are now considered "Paris" but for which records are separate).

I take it these are both her (younger sister Helen also b. Paris)

The 1917 shipping address shows them at 17 Boulevard de Batignoles, Paris   (Boulevard des Batignolles) which would put them in 17e.

 - in transit back to Paris in 1928, this address is I think in 9e.

However, a search on http://www.geopatronyme.com shows from 1891-1915 there were some births, at least, for the name Tsang, in 9e and 16e.  (This site only shows distributions of surnames not details of individuals)..

You are amazing! ;D Thank you for your pointers.

I did an online request for her birth certificate through the paris civic office website as advised by some people and tried the 8th and 17th district. I have not tried others but her name and surname have so many variations that it becomes very hard.

 You are right that she has a sister Helen or Helene. She has other sisters but Helen is the only other one born in France. As the Chinese transited from being under the Manchus to the Nationalist and then to the Communist, I am not sure where the records are.

 I tried to use the US as a clue as Georgette was there was a student and since the Chinese exclusion act was in place, I hope to find her information pack. However, the San Bruno branch of NARA directed me to Ancestry Institue buy sadly, I do not have access in where I am.
