Yes - He does seem consistent re his birthplace.   I can't see any obvious later marriage to a Milward for a possible mother.   

On 11 Dec 1789 at St Asaph there is a baptism of a Thomas -  son of Mary Jones (spinster ) with no father?? :-\

Interesting find. He does name his second daughter Mary.

He also doesn't get married 'til 1830, making him 42 when he does marry. I've always wondered if there's more to his origins than just 'born at St. Asaph'. Got married at 42. Worked as a gardener. Would you be able to see if there's a previous marriage for him or any other occurrences of his name/surname?

Was his marriage to Jane Williams in Denbigh 1830?   He is described as a bachelor of St Asaph

Edit - One of the witnesses Edward Millward(neither Edward or Thomas could write)

Thanks for the detail! Definitely an elderly batchelor, then. The reference to, let's assume, a brother is interesting. His first child was named Edward, too. Does Edward Milward turn up again in St. Asaph, or is there a baptism for him...?

If it's of any help, I note from another St. Asaph thread that the surname was often mis-written as "Millett" or "Millet"...
