Need help please

I have a document but can not work out the offence or the sentance of George Albert Harker on the bottom line.
Can anyone help me with that please?

I noticed that he appeared several times and idle pauper was used on some of those. I think that whoever wrote this one was struggling to write it properly as it is at the bottom of the page. If you go up a few lines you will see a clearer 'idle pauper'
