need a birth certificate

Hi, Lots of good advice. My grandmother was born in Ireland 1906. She emmigrated to New York USA ?? She married when approx:)1929. I have a copy of the 1930 Census. She gave information to enumerator as having been born in The Irish Free State. ?? What did this mean. I was once told she came from County Leitrim. Would I be able to get a copy of her birth certificate ?? I dont know who her parents were.
