Okay, so I went out to look at the addresses and I'm still not sure of whether we've found it or not. So I'll just post the pictures of the addresses and you can make your own mind up.
Here is the first address for T W WENHAM of 19 Old Dover Road, as you can see from the picture this is a residental house with no shops in close proximity. It's the end of a terrace. I'm guessing he lived here at some point.
Here is the next address which is for T N HOOLE, newsagent which is 39 Palace Street. This is a shop, and does look on some points as it matches the original photo, which would make Wenhams 40 Palace Street, however its not an exact fit (the gap between the shops is much smaller in the new photo for example).
This is the third address for Stephen HOOLE, butcher of 8 Upper Bridge Street. As you can see this is a residental address, so not his place of business.
The final two pictures are 4 Dover Street and 11 Vernon Place, both very close to each other - one is a shop and the other a residential dwelling. However, I can't see any or many similarities between 4 Dover Street and the shop in the original photo. It could have been his second shop after he moved from the first of course. Note that both 40 Palace Street and 4 Dover Street have living accomodation above so I would assume he lived where he worked whilst he was in business.
