Please date this photo and restore Netta Jean Williams born in 1894

I am hoping that you can help to confirm that this photo is Netta Jean Williams born in 1894.
She has written to my grandmother Enid Grace Vincent who was living in Bairnsdale until 1913/1914.

I possible I would love a restore, colour of the photo.

Edwardian I think - depending how old she is in the photo - maybe early teens do you think?

Gee Wiggy you were quick.  i hadn't got the back of the photo on in time.  I am struggling with the time.  Mrs O Williams was Enids grandmother.  I can't remember the conventions for the early 1900's, would they address the mail care of Mrs O Williams if Mr was still alive?  He died in 1910, Netta would have been 15/16 then.  Don't think she is that old in the photo.  Wish she had put the date on the card.

She looks so much better without the splodges on her.  Thank you for that.

I've been reading up about dress/skirt lengths and it says 

"young girls' dresses were usually made to around knee length and were loosely based on the smock shape introduced during the 1890s although they might be caught in around the waist or hips.  . . .  Older girls wore longer, calf-length dresses and left their hair loose . . . . . "

That's why am thinking maybe she was sort of early teenage.

I agree Wiggy.  In the beginning I had thought she was perhaps 13 to 15.

It would have been taken before 1915 as that was when white borders appeared on postcards for economic reasons during the great war.
Be aware though that this might not be Family as she does say that she is sending this "Towards her collection"
