I've worked it all out now. :D

George's father's second wife was Margaret Anson, who it turned out was a widow, who had been married to Benjamin Anson - the marriage being in Lower Gornall in 1866, after Jane was born. Her name when she married was Margaret Coxill aged 24, daughter of William Coxill (from marriage). So Jane was illegitimate when born and birth not probably registered.

That's complicated!  So were Jane and her husband related in some way?

Looks like it, but what relatives to each other they were I haven't a clue

If I am reading you correctly:

Margaret Anson (nee Coxall) married George Shepherd.
At the time of their marriage Margaret had a daughter Jane Coxall and George had a son George.
That would make them step-brother and sister wouldn't it?

I think you maybe having some problems with Jane's birth registration given the variety of spellings of the surname - for example, this possibe for Jane's mother from 1841, in Condover, Shropshire

I think that this is probably the right family because Margaret gave her birthplace as Shrewsbury on the census and Condover is very close.

Have found a baptism for Margaret Cocksil, Condover 5th Jan 1840, parents William and Joyce, so thanks for the lead Mabel.
