1831 census. Was there one?

trying to trace a Sarah G Moore and her brother John Collen Moore siblings, possibly in Colchester between 1821 and 1838.
 No idea of Address but possibly in the household of Edward and Mary Brett a gardener  in Colchester.
1831 census is the only hope I think as they were children.

Hi Anne.
             I have a copy of a page from a Colchester Poll Book dated 1837 which has an Edward Brett listed in the parish of Greenstead. There are no Moore's listed.
