Sorry to be flippant but I can't help but see a touch of the Dad's Army about the pic (I know - wrong period).  Gent in the middle obviously in charge, 3 stripes and he gets the chair and the superior attitude!  Cpl Jones to the left and a more nature (don't tell him..) Pike to the right.  Outside the bank?

One of my biggest brick walls, can not find anything !! No kind of records in connection to the markings :(
