I have an Edwin Croker ( Crocker ) b1854 and wife Emily of Little Stoke Bristol who were foster parents to my grandmoher Violet Jones n the early 1900's.

I think they had a daughter of their own called Polly.

My CROKER:
EMMA CROKER b Bristol abt 1825  d 1858  married EDWIN RIDDLE-DENNING  Bedminister 1844.  They moved to CARDIFF before 1851 Census.  Edwin was an Ornamental Carver -  5 Children. 
Have no more on CROKER at the moment.....

I have a Withers family of Bristol from 1821.  Don't know exactly what/how much you want, but some of the names are:

Mark Withers (1821) m Martha. They had 8 children:
Thomas, James, William, Edward, Georgiana, Josiah, Roseania, Octavius. 

Mark was a Tiler and Plasterer and lived in Prewett St, Cathay.

The families lived more or less in the Redcliffe/Bedminster area but also at Southwell St. Kingsdown.

Mark & Martha's grandson, James, was my grandfather.

I have more info if 'my' Withers are of interest.

My WITHERS connection is via RICE-ADAMS:

MARY ANN RICE-ADAMS b Bristol 1855  dau of Alfred RICE-ADAMS  (b 1835 Bristol) and Jane DUFFIELD  (b HULL 1842).  Married ROBERT WITHERS    Holy Trinity Church Bristol Nov 17 1872.

They had 4 sons   John Alfred WITHERS, Henry WITHERS,  Arthur James WITHERS, and Robert WITHERS.
Don't know much more  at the moment as WITHERS not directly my line -  Mary Ann was my ancestors neice -  but get in touch again if you find a link - I have lots on RICE-ADAMS.....

I've checked out my info on the Crokers again but cannot find an Emma. Edwins parents were George and Martha both born around 1829/1830. George was born Almondsbury Glos & Martha in Wotton Under Edge Glos, so it looks like our families are not related. Still it was worth a try & maybe some additional info in the future will show a link. Will keep your details just in case.
