As they are qualifications for an electoral register, at a guess I'd say

Fr = freeholder
Le = leaseholder
Rt = Right to occupy ??
Co = Community/communal something ??

I'd thought the same as Bookbox, but hadn't got such good reference to hand. "RT" to me is obviously "Renting", and so on. Isn't it wonderful how people find references on here, and help out each other's research?
