More than coincidence. The Fuller girls' baptisms show the 20 Flood St address shown for the Heather family in the censuses.

Possible birth for Thomas as Thomas Charles Fuller, Jun qtr 1865 Worthing.

I think Heather was Thomas' stepfather's surname, his father having died very early in his life.

Thomas Charles Fuller b 1865 was baptised 24.06.1866 at Broadwater by Worthing - son of Felix and Mary.

Felix Fuller then died aged 23 in Sep qtr 1866 Worthing.

Mary Fuller I think remarried in 1874 East Preston district to a Robert Heather.

Got to be him as there is no Thomas Heather born in Worthing then.

So - they marry as Fuller but are calling themselves Heather in the 1901 and 1911 census. They baptise children as Fuller in 1903 and 1905 but the son as Heather in 1910. It looks as if Thomas was brought up as a Heather but perhaps thought he ought to use his birth name on official documents. Although in 1881 he may be the Thomas Fuller aged 16 born Worthing a boarder at 6 Surrey St Broadwater. It looks as if he may have changed his name to Heather when he moved to London as he is Thomas Heather in 1891.
