Re the 1957 death: electoral rolls for Hackney late 1940s-early 1950s show the Carter couple registered at 19 Brookfield Rd as Sydney (this spelling) and Gertrude D.

Possible marriage in Essex SW, Dec qtr 1938: Sydney Carter to Gertrude D Tapps

There is a probate on Anc for a Sidney George Carter 30 Priory Field ,Upper Beeding,  Sussex.
Died 9 July 1955.
Probate Lewes to Mary Carter - widow.
Effects £3103. 19s.

A check on BMD has Sydney G Carter death  aged 39 . Sept qtr 1955. Chalconbury  in the county of Sussex.
Again - not quite the right year of birth, but .....

Following on -

Deaths Mar 1956   Carter  Mary L aged  83  Chanctonbury   
Probate Mary Lucy Carter of Barnetts Cottage , Washington, Sussex died 24 March 1956 to William John Carter, ag lab .
Effects  £2200 . 8s 8d

As the two deaths are in the same district, could this Sidney George and Mary Lucy be related. .   and probably not the right family.
This search is very difficult isn`t it .

Well you are certainly getting some help on here aren't you? Brilliant!

My point was not necessarily that he had been adopted but something must have happened to him after the loss of his parents. Therefore whilst it is tempting to take the leap of faith that it was he who has been uncovered in Sussex - but proof is required.

It may be that you have to invest in some certificates, if for elimination rather than anything else? But what happened to him as a 13 yr old, maybe he coped on his own, but he may have been taken in to any one of a number of different care homes, or even adopted or local authority care establishments including residential schools for lone children.
If you know where he was when he lost his parents it may be worth contacting the local authority to see if within their archives they have him on a 'foster' home list, or a children s home list or Barnardo's list?
From there  you can track him into adolescence and it may well be that he ended up in Sussex before he died quite young. But even so you will need his death cert to see who the informant was and his marriage cert to see who his father was - if entered.

Sorry, we found no matches (there would only be results from Sept 1911 since Mother's name was given - see here).
 
So it seems Sydney George wasn`t Henry and Mary Lucy`s child.

  Oh dear. I think this may be another dead end .

Your  thread subject has him as  French, and this is mentioned again. Is he Frank or French ?

I paid for a Dr. Barnardos search yesterday. I will look at the local authority in the area for that time and see if they have any info. Looks like it might be Spelthorne (https://www.spelthorne.gov.uk/).

I think the next best thing is to eliminate the death cert for Sidney (1957) by ordering his marriage cert to Gertrude Tapp.

Well it turned out Dr. Barnardos was a dead end. There was no positive match.

So if he wasn't fostered or adopted, what would happen to a 13 year old who just lost his mother in 1928 and didn't know his relatives on his mother's side and his father left the family sometime before?

I did find a WWII death record where the year of birth is consistent with 1914...
