According to familysearch the BTs for Wheatley started in 1797:

It would appear that perhaps they are included in Bishop's transcripts for Cuddesden, 1724-1851,
which includes records for Wheatley chapelry in Cuddesdon parish...?
They are on film at the LDS, but not sure if they are in any archives?

Hi Sharon

This may help a small bit:

BISHOPS TRANSCRIPTS (ALSO KNOWN AS PARISH REGISTER TRANSCRIPTS)
From 1598 an annual return was made to the Bishop of a copy of all entries from the Parish Register for that year to about Easter or Lady Day. Some are less good than the originals and some more so. It is recommended that these are checked against the Registers. As they are sometimes copied by a Church Warden they can include more details that the Registers, useful for the family historian.

As far as I am aware the Bishops Transcripts are held within the Oxfordshire County Council Archive at their records office = St Lukes, Cowley, Oxford.

Google it then pop them an e mail and they may well be able to help.
I have looked through a copy of the transcribed Bishops Index and there are Atwell, Hatwells in there but none that are for William but others may fit and they are from villages in the area some of which boarder your interest. But so good are the PR's that I can see that I wonder if you will find any info but that MUST not deter you from asking both the archive and Oxfordshire Family History Society via both respective web sites.

Wheatley BTs cover the periods 1797-8, 1802-4, 1807-12 (with Cuddesdon returns), 1813-40, 1842-3, 1845-6 and 1849-81 (Source:  "Oxfordshire Parish Registers & Bishop's Transcripts" by Colin Harris, published by the OFHS).

They are held by the Oxfordshire Record Office.
