I seem unable to reach the BC website at all, in particular the BMDs

Seems to be down
tried different browsers and cannot reach it

Just looking again for marriage of Alice Edwards to Frederick Porter
It could be in Manitoba or BC. Frederick's name only known from Alice's death cert

Perhaps if you contacted Vancouver Public Library to see if there is an obit for Alice/Alyce Porter nee Edwards (who passed away 16 May 1970 Pearson Hospital Vancouver) It may have further information to help you.  Have you traced the informant - A E Edwards  (cousin)  who lived 15 St George Road Winnipeg Manitoba ???

Well I have found possible candidates for Frederick.

Here is Alice’s obituary
 
A E Edwards is her cousin.
The only one I met was Edwin, my grandmother’s cousin, who I knew as uncle Ted

Frederick Locke Porter was born 05 Jan 1906 Chrystal City Manitoba - mother's name Bertha Ann Gallaway.  Frederick L. Porter married Alice E. Webster in 1932 High River, Alberta.
Border crossing document in 1939 gave his place of residence as Calgary, Alberta.  He was a pensioner with his right leg amputated.
