Regarding the file for Käß, Emil, Wäschereibesitzer at the Staatsarchiv Ludwigsburg. It has a file signature of FL 20/12 I Bü 1084. The file is 40 pages long and is a construction file with building applications and sketches of the house (floor plans and views). The file does not show when the person was born. The laundry owner actually lives in Benningen around 1950.

Ulrike Leuchtweis of the Staatsarchiv Ludwigsburg says that there was no NSDAP record found there for Paul Kaess. However, not all the names that are in the files are recorded in the finding aids. Files of the NSDAP and Nazi organizations can be found in the Staatsarchiv Inventory overview under the signatures PL 501 I-PL 504/34 and PL 505-PL 524.
The online finding aids can be viewed on the internet:
http://www.landesarchiv-bw.de/plink/?f=2-10692
http://www.landesarchiv-bw.de/plink/?f=2-10881
However, these are only remnants of the files that originally existed. Most files were destroyed during the war or shortly after the end of the war.

They have been keeping these files on immigrants since 1944. The USCIS Genealogy page is next:  https://www.uscis.gov/genealogy
