Not the answer to his parentage, but a clue:

In 1891 Percy Townsend, 9 born "Holmlacy", is in Brockhampton as a nephew of the widowed Sarah Townsend, 62, farmer, born Fownhope Herefordshire.  Sarah has other nieces and nephews who may or may not be Percy's siblings.

The whole household is mistranscribed on some sites, so the reference which will get you to the record is RG12/2054/14/6.

Charles & Hannah's son Thomas Townsend (15 b Brockhampton) was in Holme Lacy in 1881 visiting a Roynon J Coleman.

If the marriage in Weobley is correct then he named his son Percy Henry, there is a Henry Townsend born in Holme lacy I in 1846, mother Jane, no father

So it looks to me that as William/Charles are Brothers, Williams Wife Sarah would be an Aunt to Charles Children.
